True opening and closing hours?

I seem at differant resources and some say Japan Forex opens at 8:00 p.m. EST, (i.e. NY time), others say 7:00 p.m. EST (i.e. NY time).

Some say NY really slows down at 4:00 pm est, others in 5:00 pm est..

Can anybody help me out?
