Why this support resistance fractal indior does not break?

Hi. I was just wondering if any coder can explain to me why sometimes the fractal resistance dots(orange) and the fractal support dots(blue) do not vanish when the fractal s/r levels are broken(examples are posted below). Is it something in this code? I assumed it is because the new fractal has not been formed. If this is the case can you please explain based on the code what would be the requirements to get a new fractal support/resistance lineup to plot? thanks.
